Even though the document supplied here has not been handed over to the International Standards Organization and the International Electrotechnical Commission, these organizations seem to be claiming copyright on each Committee Draft (CD) produced by Working Groups such as ISO-IEC/JTC1/SC22/WG3.

The reason for this is unclear, but I suspect that it is probably because some Committee Drafts are very close to the finished product, (as we hope this one is) and ISO and IEC think that distribution of drafts outside the working groups may cut into their sales of standards.

If you are not yet a member of a national or international working group, it may be possible to get you appointed to one, and in that capacity, you would be entitled to a copy of committee draft below.


Committee Draft 3

The next step is to submit this document as Draft International Standard (DIS) ?

We have been in a time crunch. If a project does not reach the DIS stage within 5 years, it can be thrown out. That deadline appeared last year. I appealed for another year, and my appeal was granted by SC22, but there were reservations on the part of some countries.

For this reason I now recommend that we submit this document for official circulation as DIS.

The CD3 is available as a PostScript file in three forms, two compressed (for faster transmission on the "information super highway") and one un-compressed.

(245506 bytes). The file has been compresed with gzip (GNU ZIP). I suspect that most Unix users would prefer this format.

If you can not print a PostScript file, please let me know, and I will try to help. I can also supply other forms of compression, (.sit or .cpt or .Z) if that helps you.
