Which is very hard to do in real life since e2e encryption and almost endless number of possible communications apps...

Exactly, so that is why I am thinking that it is not something any government wants. It would only block 99% of the population that does not do anything (or at least not too much) illegal. And it would only piss regular people - maybe not many of them, but politicians are still a bit afraid of elections, so...

Not something I want, I just do not think that it is something for a newar future.
