I was stumped because the users *alex* and *claudia* didn’t get the same K-menu: Her multimedia submenu contained Kino, where as mine did not. I asked on #kde and got referred to the menu-spec on freedesktop.org ¹ which looks broken right now. (Mail sent to the webmaster.) I finally found the answer in *How To Configure the KDE 3.3 Menu manually (without KMenuEdit)* by Master Patricko. ² My _home_alex/.local/share/applications or _home_alex/.config/menus (I can’t remember anymore...) contained an entry that actually *removed* the Kino entry! Yikes!
